Published: 23 July 2025

We're pleased to bring you the latest developments on the Renters' Rights Bill, which successfully passed its Third Reading in the House of Lords on 21 July 2025. This session focused on refining and finalising the Bill before it returns to the House of Commons in September for the final stage of approval.

πŸ›οΈ Where the Bill Stands Now
β€’ Two minor amendments were made to improve clarity.
β€’ The Bill now heads back to the House of Commons for the β€˜Ping-Pong' stage of cross-house approval.
β€’ Royal Assent is expected later in 2025, with a phased implementation anticipated from early 2026.

βœ… Landlord-Friendly Amendments Secured by Propertymark
Thanks to strong campaigning by Propertymark and other industry voices, several crucial landlord protections remain in the revised Bill:
1. Three-week pet damage deposit now permitted, instead of relying solely on pet insurance.
2. Ground 4A protections extended to include 1- and 2-bedroom student properties, allowing repossession for new academic years.
3. Reduced re-letting restriction from 12 months to just 6 months when a property is withdrawn from sale.
4. Tribunal performance review: Government must review tribunal capacity before expanding rent challenge rights.
5. Assured advice: Letting agents can now access Primary Authority-backed legal guidance on the Tenant Fees Act.
These changes aim to balance the rights of tenants with the essential needs of landlords and managing agents.
