Unfortunately, landlords of private accommodation simply do not have the same resources to be able to make the same offer.&lt;br /&gt;&lt;br /&gt;Many of our landlords have invested their whole lives to purchase properties and rely on the rent as their income, many do not have any other sources of income, so it is very important that you continue to pay your rent, if at all possible.&lt;br /&gt;&lt;br /&gt;What support has the government provided for renters and landlords?&lt;br /&gt;Protection from eviction&lt;br /&gt;&lt;br /&gt;This means that a landlord cannot start any new proceedings to evict tenants during this time of national emergency. This does NOT mean that tenants don`t have to pay their rent.&lt;br /&gt;Three-month mortgage payment holidays&lt;br /&gt;&lt;br /&gt;Mortgage lenders will provide ‘landlords whose tenants are experiencing financial difficulties due to coronavirus` support, in the form of a three-month payment holiday. These questions have mainly been based around refund of rent, and whether contracts can be terminated. &lt;br /&gt;&lt;br /&gt;We appreciate that these are exceptional and difficult times for our students, and the University is recommending that students return home where possible. Unfortunately, accommodation agreements are still legally binding, and it is up to accommodation providers to decide whether they will agree to end agreements early, or negotiate with residents/tenants. &lt;br /&gt;&lt;br /&gt;Even though the University is advising students to go home, your housing contract is with your landlord/agent and there is no contractual relationship between them and the University. &lt;br /&gt;&lt;br /&gt;Most student tenancies do not have a ‘break clause` so you will remain liable for the rent until the end of the fixed-term. &lt;br /&gt;&lt;br /&gt;If you have a joint tenancy agreement, as most students in private-rented accommodation do, if one of your housemates doesn`t pay their rent, you have `joint and several liability` for the rent. This means that that you and your housemate are liable for all the rent due - so you could be asked to pay it (as could guarantors). &lt;br /&gt;&lt;br /&gt;Our advice is as follows:&lt;br /&gt;&lt;br /&gt; - As you are legally liable for your rent, you should continue to pay it.  &lt;br /&gt;&lt;br /&gt; - Speak to your landlord or agent and see if you can negotiate an agreement with them. Whilst there is no obligation for them to make any concessions, you may be able to arrange something. &lt;br /&gt;&lt;br /&gt; - Check whether your contract has a break-clause. If in doubt, send SU Advice a copy of your contract and we can check for you. &lt;br /&gt;&lt;br /&gt; - Your contract will usually say that you need to give notice if you are going to be away from the accommodation for a period of time – check your contract and let your landlord/agent know if you are going to be away. &lt;br /&gt;&lt;br /&gt; - You will remain liable for the utility bills until the end of your tenancy agreement. If your rent includes an amount for bills – you could ask the landlord/agent to reduce your rent amount if you will not be staying in the property (and they do not agree to end your tenancy early). &lt;br /&gt;&lt;br /&gt; - If you have signed an accommodation contract for the academic year 2020/21 - this agreement will still be binding.  &lt;br /&gt;&lt;br /&gt; - If you have paid a deposit and are moving out, ask when you will get your deposit back. Deposit scheme rules vary, but you may only have 3 months (less one day) from the end of the tenancy, or from vacating the property, to access the `alternative dispute resolution service` that the schemes offer.  &lt;br /&gt;&lt;br /&gt;The University of London Housing Services has more useful information about Covid-19 Coronavirus &amp; Private Housing Rights, which we advise you to read. &lt;br /&gt;&lt;br /&gt;If you are moving out of your private accommodation early for reasons linked to CV-19, please visit this page for more information about things you need to consider.&lt;br /&gt;&lt;br /&gt;If you are in a private hall of residence, the above information generally applies to you too. A copy of the contract between the owner of the property and the agent must be provided.&lt;br /&gt;&lt;br /&gt;Non UK applications&lt;br /&gt;If you apply for the license yourself and are a non UK resident, the property license will only be considered if Reed Residential sign a declaration  agreeing to the conditions and obligations of the license conditions.&lt;br /&gt;&lt;br /&gt;What is required to apply for a selective license?&lt;br /&gt;Before applying for a license you will need the following information:&lt;br /&gt;•	Details of the license holder, including name, address and date of birth&lt;br /&gt;•	Room sizes in square metres&lt;br /&gt;•	Details about the property structure &lt;br /&gt;•	Location of the smoke &amp; carbon monoxide alarms&lt;br /&gt;•	Name and address of all people and organisations with an interest in the property (freeholder, leaseholder, managing agent and mortgage provider)&lt;br /&gt;•	Safety certificates (gas, electrical etc)&lt;br /&gt;•	Floorplan with measurements&lt;br /&gt;•	Payment card details&lt;br /&gt;&lt;br /&gt;A ‘fit and proper` check will be completed on the person applying for the license, this will include a declaration about any criminal offences and the following will also be taken into account&lt;br /&gt;•	Any offences involving fraud or other dishonesty, violence, drugs, or any offence listed in schedule 3 of the sexual offences Act 2003 as written here https://www.legislation.gov.uk/ukpga/2003/42/schedule/3&lt;br /&gt;•	Any unlawful discrimination on grounds of sex, colour, race, ethnic or national origins, or disability&lt;br /&gt;•	Any contravention of the law relating to housing or landlord and tenant law&lt;br /&gt;•	Whether the person has a ‘banning order` in force under section 16 of the housing and planning act 2016 as written here https://www.legislation.gov.uk/ukpga/2016/22/section/16#:~:text=Housing%20and%20Planning%20Act%202016%2C%20Section%2016%20is,in%20the%20content%20and%20are%20referenced%20with%20annotations.&lt;br /&gt;•	If any person involved in the management of the property has a sufficient level of competence to be involved.&lt;br /&gt;&lt;br /&gt;Application Fee&lt;br /&gt;The full license fee is £668, which is payable in 2 parts&lt;br /&gt;&lt;br /&gt;Part one: £168&lt;br /&gt;Part two: £500&lt;br /&gt;&lt;br /&gt;The above charges will be applicable to any application received  from 1st April 2022. Any applications received between 1st December 2021 to 31st March 2022, will be eligible for a 25% discount, bringing the license fee to £501, payable in two parts as follows&lt;br /&gt;&lt;br /&gt;Part one: £168&lt;br /&gt;Part two: £333&lt;br /&gt;&lt;br /&gt;How long does the license last?&lt;br /&gt;A license is for five years, from the date that it is issued. We are charging a one off fee of £250.00 including vat, within this fee we shall apply for the license, complete all the required information, submit all safety certificates required and arrange to attend the properties to complete a scale floor plan with measurements and location of essential items and submit this to the council. We can apply the cost of the license to your rent account and make payment on your behalf on the required dates as the license fee needs to be paid in 2 instalments.&lt;br /&gt;&lt;br /&gt;You are however able to complete this yourself and you will need to provide us with the reference number and log in information so we can monitor the progression of the license application as we will need to raise the dates on our system ready for the renewal.&lt;br /&gt;&lt;br /&gt;It is going to be a very similar process to councils outside of Southend that we already manage for clients.
